SCHOOL SAFETY PLANS

 

Emergency Contacts and Inventory Form  The Emergency Contacts and Inventory Form is completed annually, by October 15th, and provided to all agencies providing first responder services to the district, and to Imperial County Office of Emergency Services, Imperial County Office of Education, and Imperial County Emergency Medical Services.

Comprehensive School Safety Plan Template (2 parts):

Safety Plans must be updated and approved annually

- Download a Sample Comprehensive School Safety Plan Template  This is part one of the School Safety Plan template. This portion of the Plan describes general school policies.  Once written, this portion of the Plan is reviewed annually but typically requires very few revisions.

- Download a Sample Emergency Response Template This second part of the template for the Plan contains the required State Emergency Management System (SEMS). This portion of the Plan describes the planned responses to specific types of emergencies. It is in this part of the Plan that responders are designated and  requries significant updating annually.

Annual Updates--Ed. Code 32286 (a) Each school shall adopt its comprehensive school safety plan by March 1, 2000, and shall review and update its plan by March 1, every year thereafter. ... (b)Commencing in July 2000, and every July thereafter, each school shall report on the status of its school safety plan, including a description of its key elements in the annual school accountability report card prepared pursuant to Sections 33126 and 35256.

Ed. Code 32287.  If the Superintendent of Public Instruction determines that there has been a willful failure to make any report required by this article, the superintendent shall do both of the following:

   (a) Notify the school district or the county office of education

in which the willful failure has occurred.

   (b) Make an assessment of not more than two thousand dollars

($2,000) against that school district or county office of education.

This may be accomplished by deducting an amount equal to the amount

of the assessment from the school district's or county office of

education's future apportionment.

     For more detailed information on how to prepare your school or district for a crisis, you can order a free copy of Practical Information on Crisis Planning: A Guide for Schools and Communities, on the U.S. Department of Education Office of Safe and Drug-Free School’s emergency preparedness Web site: www.ed.gov/emergencyplan.

     The U.S. Department of Education worked with the U.S. Secret Service to develop a Threat Assessment Guide to provide educators with practical advice on differentiating between persons making idle threats and those posing actual threats. http://www.secretservice.gov/ntac/ssi_guide.pdf.

 

     The U.S. Department of Education worked closely with the Federal Bureau of Alcohol, Tobacco, and Firearms to develop and disseminate materials that will help school officials develop strategies for prevention of bomb threats and for handling them effectively when they occur. The CD-ROM, “Bomb Threat Response: An Interactive Planning Tool for Schools” is an interactive tool for schools that includes staff training presentations and implementation resources. In addition to the CD-ROM, a new Web site has been established to provide online support to the CD-ROM and additional information.  The website address is:  www.threatplan.org.

 

     In October 2004, the U.S. Department of Education established an Emergency Response and Crisis Management Training and Technical Assistance Center. This Center, available at: www.ercm.org, provides support for ERCM grantees and non-grantees working to strengthen and improve their crisis plans. It offers a variety of resources including a list of current grantees, newsletters on crisis planning issues, and links to relevant crisis planning organizations and agencies.

 

     In June 2005, the U.S. Department of Education hosted a live Web cast designed to provide an overview of the four phases of crisis planning (prevention/mitigation, preparedness, response, and recovery.) The Web cast can be viewed at: http://www.kidzonline.org/ercm/.
